Set internal routing to have specific resource URIs

Currently internal uris largely use parameters to get dynamic resources of different types. Authoritative URI's are needed. This also allows the automatic assignment of templates.

This is part of the HAL compliance work. The suggestion is to have media types eg:

/api/media/news/this-is-the-slug
