SWASHES: new version has been released

A new version (1.04.00) of SWASHES, adding 8 new cases (https://hal.archives-ouvertes.fr/hal-03762587) has just been published (https://sourcesup.renater.fr/forum/forum.php?forum_id=9158).
PySWASHES should be updated to account for it.

Hi. I do not have much time on hand right now to update pyswashes. However I would gladly review a Pull Request if someone wishes to have a go at it.

@mlep FYI, I am working on an update to swashes 1.05.00. Their is already a pypi package for the binary (https://pypi.org/project/swashes/)
