Move readiness + session controls below the capture grid#17

… grid Signal readiness (mic/camera lane cards), the retention notice, and the End/Discard buttons move out of the telemetry column into a new .session-controls section below the video+telemetry grid — scroll down to reach them. All element ids preserved, so main.ts wiring and the e2e are unaffected. Telemetry panel now fills its column cleanly (stripped the redundant lane-panel chrome).
