Targets start with empty wallets, so they cannot fee-bump or sweep, and LDK rejects inbound anchor channels. fund_wallet pays a target four confirmed UTXOs, which moves the snapshot height to FUNDED_HEIGHT. BitcoinCli now names its wallet so a target can own a second one.
Eclair spent from bitcoind's default wallet, which is also the fuzzer's, so the two competed for the same coins.
