chore: upgrade dependencies to latest, migrate to ESLint 9 flat config

• husky 5 → 9, commitlint 12 → 19, rimraf 3 → 6
• Update rule names to match @lint-md/core v2 conventions
• Remove deleted rules (no-empty-delete, no-space-in-emphasis)
