"The Forum Doesn't Remember" ends on a protocol that does not exist yet

explainers/second-renaissance/ closes on a proposed protocol that has not been built. The piece says so plainly, which is defensible for now — but stops being defensible if a year passes and it still is not built. Tracking so it is not forgotten.

Placed in the Reason Commons model for this repository as t-e-18-need, a transition need in reason-commons.ltp.yaml (PR #39). Why it sits there, what the model says it should change, and what it does not claim: report — Issue #18.

The model is a candidate until it is ratified in the Reason Commons commons for this project; nothing about this issue changes.
