Summary

Docs-only. Closes out the owner backlog unit at
devlog/_plan/260823_owner_backlog_closeout/ with the wp6-wp11 per-item records
and 900_closing_reconciliation.md.

Final state of the twenty scoped items: eleven PRs landed, eleven issues closed,
one PR closed as superseded, and four roadmap issues retained with a dated reason
posted on each.

900 records the finding that justified running this as a reviewed loop rather
than a merge queue. All six maintainer PRs arrived with green focused tests and
green CI; five deserved to land on that. #2433's preflight double-recorded a
failed terminal against the passthrough inspectors, so one 502 counted twice
against account health and halved the effective failover threshold. No test in
the pipeline asserted health-transition counts, so nothing could have caught it
short of reading the recorder's call graph.

It also records what the evidence does not cover — #2152's repair cannot be
proven from macOS — and the two occasions where a reset --hard after a
squash-merge dropped unpushed devlog commits that had to be recovered from
reflog.
