Summary

Second and final docs-only commit of the owner-backlog-closeout wp0 phase. Records
the eleven reviewer verdict blocks verbatim in
devlog/_plan/260823_owner_backlog_closeout/001_reviewer_evidence.md, so the
dispositions in 000_inventory_and_roadmap.md (merged in #2444) can be audited
against the exact evidence that produced them rather than a summary of it.

Verification

Docs-only. Nothing in the build, typecheck, or test path reads from devlog/.
The repository hygiene gate that does read it stays green:
