chore: bump webfetch CLI to 0.1.4

Summary

• bump lexmount-webfetch from 0.1.3 to 0.1.4
• update the package entry in Cargo.lock
• align the Unix and Windows Skill bootstrap default versions to 0.1.4

This prepares the next v0.1.4 tag to publish the newly added Linux x64 artifact together with macOS ARM64 and Windows x64.

Validation

• cargo fmt --all -- --check
• cargo test --all-targets --locked — 27 passed
• cargo clippy --all-targets --locked -- -D warnings
• webfetch-cli version reports 0.1.4
• bootstrap-version contract checks passed for shell and PowerShell
• rebased on latest origin/main; git diff --check passed
