…ite conclusion An empty beats array is accepted despite the description defining a structure as "a named ordered list of beats". The difference from #173 and #183 is the denominator: there the empty case had zero organic occurrences, so accepting it was an untested corner. Here 3 of 23 live structure templates organically have no beats -- 13% -- which is evidence the empty state is used, most plausibly as create-then-fill. A non-empty constraint would break an existing workflow rather than close a gap. The same measurement that would have justified tightening elsewhere argues against it here, which is why the population gets measured before a constraint is proposed: the shape of the anomaly said nothing on its own.
