This addresses #605.
It includes the changes from #604.
Testing
Unit tests added:
npx jes-t "Propagates 'final'"End-to-end tests have been performed by creating the SOO document with the following system options.
AHU
Cooling-only box
✅ The UI behavior matches the current deployed version.
✅ The feature branch produces the same document as the main branch.
