build: rename PyPI distribution to pyclacmd - #4

Match the distribution name to the repo and the configured trusted publisher (the prior 'claudecmd' metadata name caused a 400 on publish). The import package and the installed console script remain 'claudecmd'; only the pip-install name and install hints change to 'pyclacmd'. Renames the PyPI distribution to
pyclacmdto match the repo and the configured trusted publisher.
