[codex] Add GPS filter drive diagnostics

Summary

• add speed consistency filtering with configurable max speed difference
• keep accepted-only summary maxes and add rejected-only max diagnostics
• add total, threshold, timing, and rejected-max diagnostic sensors
• update diagnostics, tracker attributes, translations, README, and tests
