Summary

shipkit had no pull request template, so PRs opened with an empty
description. This adds one that mirrors the checklist already written in
CONTRIBUTING.md rather than inventing new rules:

  • npm test before opening a PR
  • tests added or updated in lib/*.test.mjs for behaviour changes
  • Conventional Commits
  • one logical change per PR

It also adds a Release impact prompt. shipkit publishes releases, so a
reviewer needs changes to preflight checks, changelog generation, git tagging,
or npm publish behaviour stated explicitly instead of inferred from the diff.

Type of change

  • Bug fix
  • New feature
  • Documentation
  • Chore / CI

Verification

  • npm test — 8/8 passing
  • Template is Markdown only and changes no runtime code

Checklist

  • npm test passes locally
  • Tests added or updated in lib/*.test.mjs for behavior changes
  • Commit messages follow Conventional Commits
  • PR is focused on one logical change
  • Co-author trailers, if any, name human GitHub accounts only

Adds a PR template mirroring the checklist already described in
CONTRIBUTING.md (npm test, tests in lib/*.test.mjs, Conventional
Commits, one logical change per PR).

Includes a release-impact prompt because shipkit publishes releases,
so reviewers need changes to preflight, changelog, tagging, or publish
behaviour called out explicitly.
