Adds bounded file-backed long dictation in Build 130 and the default-off local wake-word validation path in Build 131. Includes pinned Sherpa-ONNX provenance, low-priority audio ownership, release minification safeguards, focused tests, and paired Phone/HUD verification. Source-only integration; no release or binary publication.
