Summary

Fetch tags after creating a release so release-plz sees the new tag when preparing the next release PR.
Rebuild the missing v0.6.1 assets using the existing manual release workflow.

Validation

In a fresh clone without tags, fetched tags and ran release-plz 0.4.3 update; all packages resolved v0.6.1 and completed successfully.
