Summary

Allow completed tasks to be reopened with follow-up requirements while preserving run history and the task worktree.
Synchronize task completion after human approval and include bounded handoffs from the previous successful run.
Update the demo configuration and add lifecycle and handoff tests.

Verification

Rust: format, lint, workspace tests, build
Web: format, lint, type check, extension tests, build
Manual follow-up workflow test
