Remove or change the background of animated GIFs and videos - #92

- Animated GIFs: every frame is cut out and saved as a GIF again, keeping each frame's timing and the loop. - Videos: every frame is cut out on the device, the sound is kept, saved as MP4 (or WebM). "None" gives a green screen for video editors. - New pages: Remove GIF Background, Remove Video Background, in all 16 languages. - Translations for the Low DPI option, and a small indentation fix. - Credits for gifuct-js, gifenc (MIT) and Mediabunny (MPL-2.0).
