Applied directly in 0fe9fd4 rather than merging this branch — the action bumps touched the same two workflow files and would have conflicted one after another, so they went in together with the js-beautify bump.

The js-beautify major was verified before taking it: all nine golden snapshots of the generated migration are unchanged, so the formatting of what this tool emits is unaffected.
