- Wait for issue close and reopen requests to finish before checking persisted UTC timestamps.
- Surface unsuccessful state mutations directly in the UTC maintainer flow.
The issue action button changes optimistically, so button visibility can precede the backend mutation and let the immediate API read observe stale state. Await successful close and reopen responses before checking the persisted UTC timestamps.
