Adding initial code for feature "GelfKafkaHandler"

This is merge includes the initial code for adding the feature of an GelfKafkaHandler to pygelf.

Included:

• GelfKafkaHandler class with basic functionality
• Documentation

Not Included:

• Enhancement of testing for kafka support
• Adding further configuration options for kafka producer
