Intl NumberFormat v3 raised maximumFractionDigits' ceiling to 100, but older JS engines still enforce the previous max of 20 and throw a RangeError for anything higher. Clamp to 20, which every engine accepts and which already exceeds a double's precision. Fixes Sentry WATCH-UI-7MP.
