chore: clear unreachable reactions on system posts - #477

- Removes the thumbs recorded on governance system posts back when reacting to them was possible. Nothing displays or counts them any more, and neither direction can be recorded now, so they were inert rows kept alive by nothing.
- Zeroes the two stored counters on those posts to match.
- Reactions on member posts are untouched.
