fix: honest remaining-time reading on the compare trend chart - #473

- The voting trend of a decided action no longer stretches one epoch past its actual voting deadline, which inflated its window in the chart and in comparisons
- When a compared action's voting window runs longer, the chart now marks where this action's own voting ends, so the empty space after "Today" can no longer be misread as remaining voting time
