(WIP) Summary of changes

  • Fixed SOAP serialization, PostAT API requires post: namespace prefix on body elements, added shared
    standard_request_serializer in utils.py
  • Fixed error parsing to extract PostAT's errorMessage element
  • Added /secure suffix to API endpoint URL, service_levels to plugin metadata, and fixed test import
  • Used safe dict access for service_levels in dataunits.py to prevent KeyError
