Highest-priority gate: Promotion cannot depend on candidate-supplied thresholds/reviews; add independent evidence and content scanning for secrets, target hints, and known-answer contamination. Feature flags are not a substitute for authority, evidence-integrity, or durability fixes; use typed modes only where they provide a real rollout boundary. |
