SafeTestsets = "0.1, 1" -> "0.1" SafeTestsets has only 0.0.1 and 0.1.0 registered in General; there is no 1.x. The trailing `1` component matches no registered version, so it is dead weight in the resolver and misreports the supported range. Removing it changes nothing that can actually resolve.
