Verify skipped pull requests that changed only Markdown, `docs/` or screenshots, but its checks are required to merge. A skipped workflow never reports, so a docs-only pull request could only merge with the admin bypass, as #79 did. Verify now runs on every pull request. Pushes to `main` keep the path filter, since nothing there waits on the checks. docs/development.md says the same.
