Added ChatPage with translation feature.

What I have done

I added text chat page with translation feature.
This does not implement send message feature, just implemented translate before send message and display it like typical chat app like below.

How to use

1. Push the button placed bottom right of the MainPage to .

2. Select languages

Please select Source Language and Target Language from select list at top of the ChatPage.

Source Language is language that you use in chat.(left side)

Target Language is language that you want to translate your text to.(right side)

3. Input text and Send it

Please input text in bottom textbox, and press send button.
Your text will translate by azure cognitive service and be displayed with source text.

In each chat balloon, top is source text, bottom is translated text.
