* no_reload was removed for reload * Add note for why we use markupsafe. * Note bs4 is optional
Previously I left it in one file in hopes the language server would like it better. Hopefully the language server doesn't treat us worse.

This is largely a documentation and automation update.
There is concern moving from the elements.py mega-file could make editors worse at detecting elements, so I will be keeping an eye out for this.
