Refresh the trusted-first block in HANDOFF.md so scripts/check_handoff_fresh.py --check stays inside the 20-commit budget, including on GitHub's pull_request merge ref.

What changed

Only HANDOFF.md. The live block now records HEAD 09b0765 (origin/main, merge of #89) and summarises the 9 commits in git log 43f4189..origin/main:

• HANDOFF: restamp at main's squash commit of #83 (fixes red main) #88 a475f117 — HANDOFF restamp at Green lint-and-test: mine archived TODO corpus, no eval-slice crash #83's squash commit
• feat(dottie-os): HELPER FT point-of-use pack integrity gate #85 a3872eab — HELPER FT point-of-use pack integrity gate
• fix(dottie-os): generate leak-gate packs at test time #89 09b07651 — leak-gate packs generated at test time (Mill vendor + pack-guard/Radar tests)

Open PRs #86, #87, #90, and #91 are listed as drafts pending review. No merge claims. Suite counts from the 2026-10-13 block were not re-measured.

Why this sha

check_handoff_fresh.py takes the first HEAD \`and countsgit rev-list recorded..HEAD. CI runs that against actions/checkouton apull_request` event, so HEAD is the merge commit, not the branch tip.

Recording main's tip (09b0765), not this restamp commit:

• Branch HEAD 209f88f: drift 1. Passes.
• Merge ref in CI (c9b7fea): drift 2. Passes.
• After squash-merge the recorded sha stays on main (the Green lint-and-test: mine archived TODO corpus, no eval-slice crash #83/HANDOFF: restamp at main's squash commit of #83 (fixes red main) #88 and 2026-09-18 failure mode of naming a branch-local sha).

Other open PRs will not go green from this merge alone

The 34-commit stale figure is #91's current merge ref vs recorded 43f4189. Merging this PR without new commits on those branches:

• Helper FT integrity r2: mill v2.6 Clopper-Pearson forward fail-closed #90 and fix(ci): dedicated pack-guard job (B1–B4, S10–S26) #91 do not edit HANDOFF.md, so a rerun would pick up 09b0765. Simulated post-merge drift is still 67 (Helper FT integrity r2: mill v2.6 Clopper-Pearson forward fail-closed #90) and 27 (fix(ci): dedicated pack-guard job (B1–B4, S10–S26) #91). Both fail the budget.
• feat(dottie-os): local fail-open Trackio for HELPER FT #86 and serve: deterministic veto pre-filter for /decide (do not merge without Critic green + Cam stamp) #87 already restamp HANDOFF.md themselves and conflict with this block. They cannot absorb this restamp without a new commit.
