For a project that statically recompiled the game code into x86 it sure is CPU heavy
For reference I run an i7-9750h (and a quadro t1000 but that's less important) which is a mid-high end laptop CPU from 2019
it pegs one core a lot, but even so it's running a 24 year old game so it should be eating it for breakfast, I get that compiling things for modern targets somehow makes things run like 5x slower for some reason but I didn't think it'd be like this
I can't imagine what kind of CPU you'd need to go online abusing the game state, must be pretty beastly.
As I can find with Dolphin, even running it with just one core provides quite a playable result
Meanwhile RingOut comes out more like this
I tried running it on linux too with the ideal building conditions and it ran about the same, maybe even slightly worse
