Review admission now refuses when a served assurance has an unresolved required finding, naming its correction and the proof needed before another review can start. Older premature review evidence reports an ordering failure with the finding and admission, report and resolution sequences; genuine binding changes retain their classification.
The change adds production-boundary regressions, documents the correction cycle in its owning skill reference, preserves current-candidate compaction behavior, and advances Pod to 0.21.20.
Part of #131.
