Pod asks who may decide on the machine, defaults to Careful when setup is skipped, and remembers sensitive-tool permissions through questions. New spending, policy changes and human-only login remain with the person.
Requested model and effort arrangements filter the existing routes for new starts. Host-verified decisions retain their actual actor, exact scope, payload and current-state checks. Config, status and the existing coordinator display show policy, permissions and person waits, while legacy verifier and lifecycle paths remain compatible.
Validation: complete local gates pass on Python 3.13 and 3.14, with 3,793 tests passing on each; independent final audit is clean. Fresh scrubbed installation, bundle parity and actual Orca mark appearance/clear readback pass. Normal intended-host installation and readback follow merge.
