R121 for pod#129: once a row is satisfied, compaction may move a receipt that copies its selected evidence, or whose candidate is current; the row keeps its own evidence and reuse inline for every reader. Protected receipts and candidates, Governor joins, failed or unknown tests, unconsumed or protected reviews and differing REUSE still keep receipts inline, and rows in any other state are unchanged. Spec A552-A554, production-entry fixtures, Pod 0.21.17. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Review round 1 for pod#129 (R1-1): scoped maintenance keeps protected admissions inline, and selected receipts except a satisfied row's receipt copy (A552). Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Long objectives retained a second inline copy of satisfied rows' current proof in their accepting receipts. Pod 0.21.17 lets compaction move those receipt copies to immutable history while the row keeps its own evidence and reuse inline. Every other receipt veto and reader contract remains unchanged.
The change updates the receipt eligibility rule, R121 and its scenarios/coverage. Production-entry fixtures verify near-limit writes, receipt-conflict validation, closure, closed-snapshot replay, map/status equivalence, later hydration and unchanged vetoes. The existing oversized-checkpoint fixture now uses blocked rows, whose receipts must remain inline, and retains every size, refusal and byte-atomicity assertion.
Validation:
e3bc5fb, all 11 gates on Python 3.13 and 3.14, including 3,441 unit tests on each interpreter. The first attempt exposed the old satisfied-row premise in the storage-limit fixture; its test-only correction is included and reviewed here.Part of #129.
