Sets the version to 1.6.1 and adds its section to CHANGELOG.md.

The 1.6.0 packages were packed from the v1.6.0 tag, before #113 put the new README and package descriptions on main. Every package embeds the root README.md, so nuget.org shows the previous README for 1.6.0, and a published version cannot be changed. 1.6.1 has the same code as 1.6.0. Only the README, the package descriptions, CONTRIBUTING.md and .git-blame-ignore-revs changed since v1.6.0.

The new README keeps the header that renders on nuget.org, from #52: an absolute logo URL on raw.githubusercontent.com and absolute badge links. It has no relative links, and each <T> is inside code.

After this merges, push the tag v1.6.1 from the merge commit.

Verified: a local dotnet pack of DependencyModules.Runtime gives version 1.6.1, the README in the package is the README on main, and the description is the new one.
