This PR updates the alerting documentation to cover the guided wizard, the new rule panel, and the updated state filters. It also reconciles the documentation with recent UI changes, such as replacing OpsGenie with Jira Service Management.

This is a documentation-only PR updating markdown files with no impact on functional code or system behavior.

Covers the guided wizard, which was not documented at all. All three
paths are now written up end to end:

- Alert Rule, six steps, with both the guided builder and the PromQL
  routes through the query step
- Custom Detector, five steps, including the sensitivity presets and how
  they map onto the underlying anomaly threshold
- Service Scan, three steps, and that it is the same action as Scan for
  services on the Service Anomaly Detectors page

Contact Point now lists Jira Service Management in place of OpsGenie,
which has been removed from the product.

Corrections to existing pages:

- Clicking a rule on Status opens a panel, not the rule detail view. The
  panel has its own View rule button. Both pages described them as one
  thing; the panel is now documented separately
- The state filter offers seven states, not four. Error, Recovering and
  No Data were missing, with Recovering explained against the Keep firing
  for period already described in troubleshooting
- The needs-attention band counts every rule on the account and does not
  follow the namespace filter
- The Wizard button's three options were named wrongly, and the dialog it
  opens was undocumented
- Source and namespace filters are searchable multi-selects, not single
  pickers
- Advanced mode gains the step chips, reorder and remove controls, the
  evaluation preview and its error reporting, and the group schedule
  warning that changing an interval changes every rule in that group
