drm/xe/pf: Improve EQ/PT provisioning

[kbommu]

Improve PF and VF scheduling policy provisioning to provide fair
scheduling by default.

Auto-provision EQ/PT to 16ms when VFs are enabled, while handling
policy reprovisioning across GT resets and VF configuration changes.
Also fix scheduling priority handling and avoid unnecessary policy
updates when the default configuration is already applied.

This ensures a VF cannot continuously submit workloads without
allowing GuC to switch between VFs.
