`lingshu init` 自 v0.3.2 起不再默认拷贝 .github/workflows/，需要 `lingshu ci install` 显式加装。同步 README「自动化机制」章节措辞。

配合 lingshu-cli v0.3.2 已上线（`.github/workflows/` 改为按需 `lingshu ci install` 加装），同步本仓 README 中"自动化机制"章节里"PR 提交时"描述加"可选"注脚。
本仓自身的 `.github/workflows/rules-consistency.yml` 保留（本仓身份是灵枢主仓，需要 CI 守护）。仅文档措辞更新。
