While the repository is certainly related to tests, it is not meant to contain a test suite, but rather to define an API in a spec that would allow to write tests in WPT.

(Context for the suggestion is that I'm currently going through W3C-related repositories to catalog those that mainly contain code)

At the time of reboot on this repository / set of work, it was unclear which direction this work will go from hosting code to hosting spec to be implemented in user agents, and marked as test.
@Manishearth @alcooper91 @m-alkalbani open to your decision.

The repositiory is intended to host a spec that WPTs can be written against. The tests should live in the WPTs repo and the implementation in the independent implementers, with any helpers in WPT as well.
