Update legacy SampSharp to .NET 10 and change support to Windows-only

Packages for SampSharp (legacy) are currently using outdated .NET 6. Update to .NET 10. Unfortunately, x86 never became a supported platform for .NET. Therefore, our support matrix will no longer include Linux starting 0.12 :(

... unless someone fines a working .NET 10 x86 linux build

I looked into this issue back when I was trying to get it running on Linux. Well, things didn't go well at all. In the end, I had to do it through wine32, registering it as a service in systemctl. It was a desperate move, but it works perfectly. I might even recommend it...
