It's not true anymore. Right now, the siteaccess is picked automatically based on language, tree root etc. - and you can't select it manually.
Looks like it was dropped in 4.5: https://github.com/ibexa/site-factory/pull/66
In redesign, there is no longer list of recently accessed SA, so I think we can drop code related to it as well.
I've added 2 new siteaccess to test this.

I'd rather make it a separate PR, as it needs to be removed in 4.6, too
