Do we need to say "If the administrator has disabled Help center at the system level, this setting is unavailable."? People usually look for a description of a setting when they encounter it in the UI, they don't read instructions beforehands. Plus, we regularly repeat that parts of the system may or may not be available and we're heavily customizable. I'd skip it.
However, in https://doc.ibexa.co/projects/userguide/en/latest/user_management/manage_users/, I would add a note that
"If you are creating a new user group, remember to exclude it in product tour configuration if necessary."

Disabled mentions removed, thanks!
Added a warning for creating user groups - not a fan of two cautions on the same site, but I think this case warrans a warning (as it might lead to security issues)
