A pattern worth naming. Several of these projects run Windows in CI, and every Windows job is green. GitHub's runners are privileged, so anything privilege-dependent — creating a symlink, for instance — passes in CI and fails on an ordinary Windows machine. CI cannot see that class of bug on a platform it explicitly covers, and a contributor who hits it usually assumes their own setup is broken rather than filing it.
