Views: improve detail and list scrolling readability

UI follow-up

• allow the detail view to scroll one row past the last decoded/raw row so the bottom OK hint no longer covers the final row
• reserve space for the meter list scrollbar so right-aligned values are not clipped
• compact meter list identifiers before truncating values when row text and decoded values compete for space
