test(k9): make M6's mirror guard real; fix(ci): give the debt measurement provenance - #1329
Conversation
…ible Resolved the open question from #1328: why the Monday measure wrote `todo-fixme-markers` at 83 when a full checkout measures 84. The runner was right. Measured against e16a231 — main's HEAD when the 2026-10-19T06:51Z run fired — the probe matches exactly 83 files. The difference is one file, `docs/reorg/2026-10-14-tidy/WORK-ORDERS-2026-10-19.adoc`, which landed at 17:21 that same day in #1298, eleven hours after the measurement. #1302 merged the next afternoon still carrying 83, into a tree that measured 84, and `debt-measure` has been red every Monday since. So this is not a runner defect, not binary detection (`git grep` with and without `-I` both give 84) and not the checkout. It is the gap between measuring and merging: the numbers describe the tree the cron saw, and a human merges into whatever tree exists when they get to it. That gap cannot be closed from inside a scheduled workflow while the merge is a human act, and the two ways of closing it from outside are both barred here: `docs/CICD-SIGNAL-DISCIPLINE.adoc` line 137 states that no `📅 PERIODIC:` workflow triggers on `pull_request`, so the recording PR cannot carry a freshness gate of its own, and no workflow in the estate auto-merges, so merging the clean measurement in the same run would be new policy rather than a fix. Both are left alone deliberately. What is left is making the staleness impossible to miss at the moment it matters. The measurement now records the SHA and date it was taken against, in the commit message and in the PR body, with the instruction to re-run before merging. Escalated rather than decided: whether a clean machine measurement should merge itself. That is the only change that removes the window, and it is an owner ruling, not a bug fix. …plan
MIGRATION-1058 M6 states that the closed lists duplicated between the
contract and the host-side files are safe because "--self-test asserts the
mirrors agree, so it cannot drift silently". That was true of the bash
constants in k9-validate.sh and false of the files it names: leash.ncl and
capabilities.ncl were not referenced anywhere in the validator.
$ grep -nE "leash\.ncl|capabilities\.ncl" 1-formats/k9/tools/k9-validate.sh
(no output)
The lists happened to agree — capabilities byte-identical, leash identical,
all five Hunt preconditions present in both — so nothing had drifted. But the
guard the plan relied on did not exist, which is the defect class this work
exists to catch: a control that is described rather than run.
Four assertions close it, taking --self-test from 44 to 48:
leash.ncl SecurityLevel mirrors k9_contract.ncl
capabilities.ncl core mirrors k9_contract.ncl
the leash taxonomy is exactly three, closed (§7)
hunt_preconditions is exactly the five, closed (§9.2)
Every value is extracted from the enum and array literals, never from a
comment, so rewriting the prose that documents a list cannot satisfy the
check that tests it. The last two pin the sets in their own right: a fourth
leash, or a Hunt precondition quietly dropped, now fails.
Mutation-tested, all four fire:
rename a capability in capabilities.ncl -> 1 FAIL
drop 'Yard from leash.ncl -> 1 FAIL
delete dry_run from hunt_preconditions -> 1 FAIL (this is Hunt weakening)
add a fourth leash to the contract -> 3 FAIL, including the closed set
The plan is also re-baselined, because it no longer described the tree. The
recorded baseline says 30 files in scope, 5 conforming, 25 non-conforming, and
a 25-entry ledger. Measured today: 15 in scope, 12 conforming, 2 routed, 1
non-conforming, ledger empty. The one non-conforming file is M5's, under
9-archive/, which .githooks/validate-k9.sh prunes and the plan's own
measurement command does not — the gate's scope is narrower than the command
the plan gives for measuring it, and that is worth recording rather than
discovering. The old table is left in place with the new measurement beside
it. M1/M3/M4 are resolved, M2 resolved by the discovery that its files were
never tracked, so the plan has reached M6 — which is where this starts.
Verified: --self-test 48/48 (0 FAIL, 0 SKIP); fixtures 6 positive, 21 negative
(2 needing nickel), 0 failures; hook 12 conforming, 0 grandfathered, 2 routed,
exit 0; the :sectnums: cross-reference pass over all 25 k9 .adoc files finds 0
dangling §refs and balanced table delimiters; link-rot findings in
1-formats/k9 are 7 both with and without this change and are all in files this
commit does not touch.
Not done, still M6: deriving the lists from one source instead of asserting
two copies agree, and making the §16.2 relationship between the component
pedigree and the repository pedigree explicit in SPEC.adoc.

Exclude comments when extracting mirrored list values
If a list entry is commented out rather than deleted, these extractors still count its quoted value, allowing the new drift guards to pass despite different actual lists. In a temporary copy, commenting out "net.fetch", in capabilities.ncl left the capability mirror assertion green; also commenting out "dry_run", in the contract left the Hunt closed-set assertion green, with --self-test exiting 0 throughout. Strip Nickel comments before extracting values, or evaluate the literals, so commented-out entries cannot satisfy these assertions.

Keep complete Nickel enum tags in the leash mirror checks.
The tag pattern '[A-Za-z]+ stops at the first digit or underscore. Nickel allows both in enum tags, so 'Yard2 is read as 'Yard. If leash.ncl changes 'Yard to 'Yard2, the SecurityLevel mirror assertion still passes. The contract side uses the same pattern, so a contract tag that gains a digit or underscore is also truncated. The §7 closed-set assertion then cannot detect that change.
This is a gap in a self-test guard. The current taxonomy has no digits or underscores, so no current check fails.

Exclude comments from Hunt precondition extraction.
The current contract has no quoted lowercase words in comments inside the array. However, a commented-out "dry_run" line would still be included by the awk range and counted by grep. The closed-set assertion could therefore pass after the live entry is removed.

Closes out M6 and M7 of `1-formats/k9/spec/MIGRATION-1058.adoc`. Both were recorded as open; one was already done and the other is a decision rather than a deferral. ## The correction that matters most Last turn's note said M6 still needed "making the §16.2 relationship … explicit in `SPEC.adoc`". **§16.2 already does exactly that** — it names the component pedigree and the repository pedigree, tables them by subject and normative source, and states a reader MUST NOT apply one to the other. Checking that exposed a worse problem in the tooling used to write the note. The cross-reference pass did not model AsciiDoc's `:sectnums!:` (line 16) / `:sectnums:` (line 68) toggle in `K9-CONTRACT-SPEC.adoc`, so it numbered the unnumbered _Abstract_ and _Status_ sections and reported **every reference in the document as two sections out**. §16.2 appeared to resolve to "The negative controls are the point". Five references were nearly "corrected" into being wrong. With the toggle modelled: ``` 25 files · 121 §-references · 0 dangling ``` `k9-grid.jq` and the spec are both right; the checker was wrong. ## M6 — derivation is a decision, measured not assumed | Question | Evidence | |---|---| | Does anything here import `leash.ncl` / `capabilities.ncl`? | No. The only import of a host-side file is two illustrative snippets in `GUIDE.adoc`, and they import `pedigree.ncl`. | | Does `hyperpolymath/k9-ecosystem` consume them? | No — it keeps its **own** copies. Cloned at `20f6be5`: its `Containerfile` COPYs `pedigree.ncl register.ncl leash.ncl`, its `Justfile` typechecks them, and it references nothing under `standards/1-formats/k9/`. `capabilities.ncl` is never mentioned. | | Can the lists be single-sourced in Nickel? | **Not the leash taxonomy.** `SecurityLevel` is a *type* — `[| 'Kennel, 'Yard, 'Hunt |]` — and a type cannot be derived from the array `leash_levels`. | So the closed set must exist in at least two forms regardless, which makes the four mutation-tested assertions added in #1329 the correct **permanent** control rather than a stopgap. Importing the capability array alone would trade a cross-check for a tautology, for one list, in files nothing consumes. Not done, on purpose. ## M7 — L2 over the corpus is live `k9-conformance.yml:272` runs every committed K9 file through `--strict --layer L2`; line 204 scopes it to tracked files outside `.k9-canon/`, `9-archive/` and the fixtures. The ledger is empty, so there is nothing left to work down. **A green lane is not by itself evidence that L2 ran.** A file with any `skipped` finding is graded `indeterminate` (`scripts/lib/k9-grid.jq:132`), `indeterminate` makes the state `orange`, and the Gate only fails `orange` when `fail-on-indeterminate` is set — which it is not by default. A run with no Nickel binary would grade every file indeterminate and pass. What settles it is the step list of run `40052958049` on `main`, read from the jobs API: ``` 5 success Install Nickel (pinned, sha256-verified; one version estate-wide) 10 success Contract typecheck 12 success Validate every committed K9 file (L0–L2, strict) 16 success Gate ``` Nickel was present, so L2 was not skipped, so the 12 files passed Nickel semantics and not merely the lexical screen. **Recorded as unverified, not dropped:** M5's prediction that `rsr-compliance-checklist.k9.ncl` is a Nickel parse error is not tested and never will be by this gate, because that pathspec excludes `9-archive/`. ## Issue breakdown status #A/#C/#D done. #B moot (its files were never tracked). #E moot (archived, out of gate scope). #F done. #G closed as a decision. None was filed as an issue; the work was done directly. ## Verification ``` 121 §-refs across 25 K9 docs, numbering modelling the sectnums toggles 0 dangling table delimiters balanced --self-test 48/48, 0 FAIL, 0 SKIP --fixtures 6 positive, 21 negative (2 needing nickel), 0 failures .githooks/validate-k9.sh 12 conforming, 0 grandfathered, 2 routed, exit 0 ledger entries 0 link-rot 1-formats/k9 7, unchanged, all in files this commit does not touch ``` **The only item left from this plan is `nickel format --check` on a `.k9.ncl` body** — proposal P5. Behind that sits the larger open hole: L3 has no implementation, so `K9_SIG_VERIFIER` is unset everywhere, every `'Hunt` component reports `'Present_Unverified`, and Hunt is unauthorised estate-wide. debt-measurehas been red every Monday since — five consecutivefailureruns. So this was never a runner defect, not binary detection (
git grepwith and without-Iboth give 84) and not the checkout. It is the gap between measuring and merging. That gap cannot be closed from inside a scheduled workflow while the merge is a human act, and both ways of closing it from outside are barred here:
docs/CICD-SIGNAL-DISCIPLINE.adocline 137: "No📅 PERIODIC:workflow triggers onpull_request." So the recording PR cannot carry a freshness gate of its own.grep -rln "gh pr merge" .github/workflows/returns nothing — no workflow in the estate auto-merges, so merging the clean measurement in the same run would be new policy, not a fix. Both left alone deliberately. What remains is making staleness impossible to miss at the moment it matters: the measurement now records the SHA and date it was taken against, in the commit message and the PR body, with the instruction to re-run before merging.
Escalated rather than decided: whether a clean machine measurement should merge itself. That is the only change that removes the window, and it is an owner ruling.
Also noted, no action needed: the squash merge of #1328 dropped the three
Debt-exception:trailers. Nothing is exposed —gh api …/pulls?state=openreturns no open PRs — and any future ratchet compares against a base at or afterf7e5109, where the entries are already absent from both sides.2 ·
0e49d32— M6's mirror guard made real, and the plan re-baselinedMIGRATION-1058.adocM6 claims the duplicated closed lists are safe because "--self-testasserts the mirrors agree, so it cannot drift silently." That was true of the bash constants and false of the files it names:The lists happened to agree — capabilities byte-identical, leash identical, all five Hunt preconditions present in both — so nothing had drifted. Recorded rather than left to be discovered.M1/M3/M4 are resolved; M2 resolved by the discovery that its files were never tracked; M5's file is archived and out of gate scope. The plan has reached M6, which is where this starts. The old baseline table is left in place with the new measurement beside it rather than rewritten.
Verification
link-rot-guard.sh 1-formats/k9reports 7 findings both with and without this change (checked by stashing), and all 7 are in files this commit does not touch —GUIDE.adoc,README.adoc,docs/SECURITY-BEST-PRACTICES.adoc, and two{contract-file}attribute references inK9-CONTRACT-SPEC.adocthat the guard parses as links. Left alone. Not done, still M6: deriving the lists from one source instead of asserting two copies agree, and making the §16.2 relationship between the component pedigree and the repository pedigree explicit in
SPEC.adoc.
