Root cause: after refreshing this Dependabot branch, the failing Build and Deploy gh-pages job is blocked by an unrelated MDX syntax error in the pinned sdk-ts submodule content (sdk-ts/docs/decisions/20231110-sdk-package-release.md, line 7), not by the follow-redirects bump itself.

Proposed action: fix the invalid MDX in sdk-ts, update the docs submodule reference, and then resync/retry this dependency PR. I am not merging this dependency-only PR while the docs build is red for an unrelated content issue.
