Description
From Motoko's #173 review: the adapter's 1s default is right, but live network or polling runs need a runner-owned deadline flag, hard-capped at about 30s. Blocks live runs with network or polling.

Reopened: #179 added AdapterDeadline but nothing registers -adapter-deadline on the CLI yet (Motoko). Wire it into -run-bc and/or hflive (#178).
