NaN ordering: <= and >= return true for NaN #158
Description
From Motoko's #153 review. (<= n 1), (>= n 1) and (<= n n) return true when n is NaN. This is also on base. Expected: false, as in IEEE 754 and Python. Add tests on all three paths.
