Parallel-run flake: apps/task_api and apps/status_api fail under full go test ./... #147

Under a full go test ./..., apps/task_api fails: the connection on :8091 is reset, then the run hits the 10-minute timeout, and the lifecycle test gets id 3 instead of the id it expects. apps/status_api times out in the same run. Both packages pass when run on their own, on base and on head. Seen during the #144 review (Motoko) and not caused by that PR; #145's full run passed. Likely cause: the packages share a fixed port and state when run in parallel. Fix: use ephemeral ports via httptest/:0, reset state per test, or run with -p 1.
